Inside the Hsinchu Bus Innovation Grand Plan: Unlocking 1% Procurement Costs and Public Charging Network Strategies

From Vision to Reality: Hsinchu City’s Roadmap to Full Electrification by 2028

In response to post-pandemic challenges such as driver shortages, rising operational costs, and declining ridership, the Hsinchu City Government officially launched the "Hsinchu City Bus Innovation Grand Plan" on January 27, 2026. Mayor Kao announced a structural optimization strategy with the ambitious goal of achieving 100% electrification of the city's bus fleet by 2028 . As a technology partner working closely with the municipal government, eTreego is honored to participate in this landmark initiative. We are committed to leveraging our expertise in EV charging infrastructure to help the city overcome the core challenges of green energy transition.

Policy Core: Solving Operational and Financial Barriers

Among the "Five Core Policies" of this plan, the government has addressed the primary concerns of operators: financial burden and infrastructure. These are also the key areas where eTreego provides critical technical support:

1.Reducing Procurement Costs to 1%: The Strongest EV Subsidy in History

To accelerate the replacement of high-pollution legacy vehicles, the city has increased EV procurement subsidies to a maximum of 49%. When combined with central government funding, bus operators may cover as little as 1% of the cost for new vehicles. This incentive significantly relieves financial pressure, allowing operators to reinvest resources into service quality.

2. Taiwan’s First "Public Charging Stations": Solving Power and Space Constraints

To address charging logistics—the "last mile" of electrification—the city has pioneered the use of public land for "Public Charging Stations for EV Buses," coupled with a 49% construction subsidy. This model not only completes the infrastructure but also creates a new paradigm for public-private resource sharing.

eTreego Insight:

Our intelligent charging solutions not only comply with municipal standards but also assist operators in optimizing charging schedules, ensuring maximum fleet uptime during peak hours.

A Comprehensive Ecosystem: Building Stable Public Transit

Beyond hardware transformation, the city is implementing three additional policies to ensure the sustainability of the reform:

  • Stabilizing Driver Force: Monthly subsidies for drivers have been increased to a maximum of NT$20,000 to improve service stability.
  • Route Optimization: Utilizing Big Data to reallocate resources and eliminate transit blind spots.
  • Cost Structure Review: Establishing a "more passengers, more subsidies" mechanism to create a win-win for operators and citizens.

The Critical Role of eTreego: Driving Smart City Green Mobility

As a strategic partner of the Hsinchu City Government, eTreego plays a central role in technical support. Through our high-efficiency charging solutions and Smart Energy Management Systems (EMS), we are helping the city transform the vision of "Green Transportation" into tangible infrastructure.

With the goal of full electrification by 2028, we will continue to provide the most stable hardware and software support, working hand-in-hand with the city to create a low-carbon, smart, and livable Hsinchu.
